This report is a the first university measurement campaign demonstrating the ability of cell phone received signal strength fingerprinting to provide E911-grade localization of users. Performed by Georgia Tech students with help from Polaris Wireless LLC, this technique is now used all over the world to supplement GPS in emergency response and lawful intercept situations.
